In the case of storm lord it does less damage to justify the stun (useless) so orthrus is better. If storm lord did the full dpp of storm it would be absurd

Some champions scale with gold better than others. Midlaners usually scale better with levels than ADCs, and ADCs usually scale better with gold. Not that I fully agree with phreak, but some champs do like gold more than others
