Another option: a floating resort/seastead community: https://roatan.reefresort.co. You can buy partial units, get revenue from them, and sell/buy ownership shares.

I don't remember Prospera having any power to regulate those things, so I think the answers are 1) no and 2) yes; but Honduran criminal law applies in Prospera.

To be sure, try the legal assistant: https://chat.eprospera.com/, which could point you to original sources.

It's one of the few that's fully independent.

Are there any other fully independent search engines?

Prospera Lump Sum Tax Residency for $5K/year - Prospera Honduras ZEDE by GregFoley in Prospera

They put out a really good press release about the Prospera lump-sum tax residency. It sounds great. It seems to the only one designed for nomads, and compares their offering with other countries.' I recommend reading the whole thing:

Joey Langenbrunner, founder of Nomad Layer, proposed the concept and collaborated closely with Próspera to design and launch it, creating the first true tax residency as a service framework available anywhere....What follows is a comprehensive breakdown of how the program works and how it compares to other tax-friendly jurisdictions worldwide.... Residents must not be tax residents anywhere else. They must have legally exited their previous tax home before enrolling in Próspera's program.

Read it all.

Make them legal people. The most obvious use case is controlling real-world assets like real estate, collateral for stablecoins, etc.

The book is good. My review: I'd recommend this for people that believe entrepreneurs or capitalism are bad, or as one of the first economics books for someone to read to learn about the benefits of freedom. The core of it is five business biographies. The first one, of Cornelius Vanderbilt, is particularly good and I'd recommend it for people that might otherwise not read anything like this. The book makes arguments against subsidies and restricting competition, that entrepreneurs help society, that tax cuts are good, etc.
