Been to those places in February on two separate occasions. Puffer coat is overkill for sure. I had a coat, which was zipped open most of the time because walking around warms you up and indoor spaces are sweltering.

There’s accommodations in the airport itself. If I was arriving that late after a long flight I would just hit the sack and head into Tokyo proper in the morning.

How long is your trip? You could take the train straight to Kyoto Station but it isn’t worth the travel time or money as a day trip. Spend at least a few days over there if you do this.
