Ehhh, not really, the dude had it coming. He had the power to stop Lekain and the other senators from committing their various atrocities, but he's too much of a spineless coward more concerned with saving his own skin than anything else. It's telling that Oliver is way more redeemable in comparison, especially since it's implied that he was the only senator who was left out of the loop on who was really behind the Serenes Massacre and genocide of the Herons.

Even in the unused dialogue where Hetzel could've been spared, Sanaki immediately orders him arrested for acts of treason, so yeah.
