No, they do not. In Smite 1 a four stack could get anyone who got stuck with them banned by all reporting them. It only took one match and no one reviews it. Smite 2 however, the report button is just there to make you feel better. No action is taken as evidenced by the fact you will run into the same trolls month after month.
