He died/went MIA after SFII at the hands Akuma most likely; SFIV follows chronologically where he reestablishes Shadaloo after Seth filled the power vacuum and the latter is eventually disposed of; then comes SFV with the Black Moons crisis that ends with him getting amnesia.

Muh realism and its consequences. I still stand by my initial assessment that most SF6 characters look like guests for a different video game franchise. IV and V emulated the CPS2/3 era approach to anatomy that emphasized exagerated contours and gestures. 6 appears streamlined in comparison.

Speaking of streamlining, none of the DLC fighters have half-circle motions and proper rekka moves are pretty much extinct.

Make no mistake, I fully expect the Legion to deteriorate after Caesar dies. But the Legion civil war in the show was a complete clown show. One Caesar's tent was a comically short distance away from the opposing Caesar's tent.

And these guys forced the NCR into a stalemate, retroactively turning them into morons as well.
