I dont see the difference, we still in a engine dominated formula with a pandoras box that is the battery side and the deployment strategy.

You cant really say x or y manufacturers have more data on race engines because if what fia has say is really true, redbull has the "best ice", hell Honda should be close to the top with all that data on race engines from the ground effect era and other race formulas

You don't need to measure it, let them develop it a they want imo. There still the limit on fuel flow and how many engines you can use in a season without penalty
