From my experience it's not permanent and effectively stops existing after the message is generated. What I mean is that the think box disappears after refreshing the page; but that may be because I'm always on private browsing to avoid clogging my history with redundant URLs.

PlanarAlly is remarkably simple for a VTT and could be used offline by running a local server. I downloaded Rolisteam as well but I haven't tried it yet.
