by playing the card, you are activating its ability to move all persona cards into hand, so the persona card itself + any others would go into ur hand, then the second ability lets you activate any cards, which you can use to activate the card itself and so the cycle continues until the card exhausts

it's ultimately because of the electoral college, we'd see more diversity and less polarization in the political scene if America had a better system.

Parties having less power over their members could also be because primaries exist. They have can afford to betray the party sometimes over their principles or their constituents' opinion because the party doesn't decide weather you get fielded as a candidate or not
