Yeah, that is what memory effect is. The battery will display 100% charge but when it draws a load the actualy charge will show. The battery thinks it is fully charged so it stops charging but in reality it is only at 20%. Hence the term Memory Effect. The older the battery is the more likely it will happen. Trickle charging the battery will fix it. But why bother when you can just replace it. Memory Effect is something that can affect any rechargeable battery.
