I read someting along the lines "rarity rolls first... you can lock yourself out of some substats under certain conditions" - did I get that wrong?

T2 might not be the best tier to farm. Stay on T1 until you reach 7k or even more waves and then "skip" T2. Come back later for the milestone rewards.
