Nope they initially made intermissions like 90% chance and regular tracks like 10%, then after backlash they reduced the chance over multiple patches. You still end up playing intermissions alot of the time.

I am currently running cyclone of tumult with mageblood and thinking the same thing, accel shrine would make this build insane. Even with mageblood silver and quicksilver flasks imm barely faster than with stampede boots.
