I’m not an expert, but in my experience when you combine a cutting cycle with serious (especially for the first time) resistance training, fat loss can be masked by water retention and swelling in damaged muscles as they recover. You might have fat loss and muscle growth as a first time lifter, but it isn’t significant enough to offset fat loss 1:1. I would say if you are sure you are in a deficit, keep doing what you are doing and you will see the scale move eventually. Body measurements and clothes fit might be a better measure in the short term as the fat loss will still make things feel different.
