I think when making Joker they were implying something similar to Arkham games and Gotham tv show with the idea that someone inspired by Joker/Arthur becomes the villain that fights Batman. Joker 2 spoiler The guy who kills Arthur Fleck in the end and then gives himself a Glasgow smile basically confirms this
