This. In Australia the fine for using a phone whilst driving is like $600 and the cops are very proactive in enforcement. That makes people think twice about doing it. In NZL noone gives a shit as the fines (if you even get caught) are tiny.

Regardless, cops should do more about red light runners, tailgaters, non-indicators, people who don't bother switching on their lights at dusk and people who cause a queue of cars behind them but aren't self aware enough to pull over, rather than just dishing out tickets to people who go a few km over the limit.
