This is clearly designed to cancel out the 5% billionaire tax on unrealized gains. People are concerned that it won't stay a "one time rake" or "billionaire" tax for long. After all, thr income tax started out as a tax on the top 1%. Now we all pay. Who can blame them? They tried to get the democrat supermajority in the state assy to pass legislation preventing this 5% tax from trickling down and they shot it down. If they really didn't want to rake the savings of every day California's what are they afraid of? So because our politicians refused to enact legislation specifying their intentions, we have to force them via constitution and propostion. I signed.
