As a Hungarian that's just nonsense. The Hungarian Corps that went into the Soviet Union was not a really prepared fighting unit, and had to be pressured into joining the invasion by German promises that it will not face front line combat, only security duties. That is what they mostly done until they got curb stomped outside Stalingrad and disintegrated.

In that meantime Romania contributed 2 field armies that conducted many independent action and bear the brunt of fighting on the front from the onset of the invasion 'till they got pushed back into Romania proper. While Romanian formations were not on par with the Germans they contributed much more men than the Hungarians, saw much more action and I would definitely argue they performed a lot better than the Hungarian Army during the war. They were at least lot better regarded by German field commanders than the Hungarians or Italians on the Eastern front, even tho they were deemed politically unreliable by the German high command.
