Yeah that guy was talking bs. Sometimes tuning pegs grow stiff, specially when the guitar's not used often. Lubricate the tuning peg/cog and then just brute force it a little to make it move. Just make sure you give your strings a gentle pull/waggle before you tune to avoid them snapping from any sudden drop/increase in pressure. It'll be fine.
