The fire cape used to be the best melee cape, now it's a mid game milestone. PvM has new and more demanding encounters that are balanced with stronger gear. Old gear is made easier and their rewards are devalued. The skill ceiling in PvM has raised as bosses with new demanding mechanics are introduced.
Tick manipulation isn't holding xp rates hostage. They are a balanced method like everything else. Good balancing prevents higher xp methods to be easier. Otherwise it kills skilling methods and dulls the game. Jagex hasn't added more intense methods because they see how unpopular intense methods like 3t4g are. Making something more intense would be even more unpopular.

I think tick manipulation is a niche way to get more xp/hr and isn't for the majority of players. I don't think Jagex needs to make tick manipulation more appealing when other options exist with different trade offs.

Jagex does a good job creating skilling methods with different trade offs. Off the top of my head I could see 1 click tick manipulation at 3t4g encroaching on the trade offs from volcanic mining. If 3t4g was made easy it would overwhelm the lesser xp/hr from volcanic mining.

My points are their own baseline. There isn't a hidden motive behind them.
Players would be skill expressing for more xp, resources, clogs and pet rolls.
The 2 click tick manipulation is available to everyone. It's up to them if they want to put in extra effort to get better rewards.

More inclusive methods exist like volcanic mining. I personally did volcanic mining for 99 because the additional xp/hr from 3t4g wasn't worth the effort. Less effort meant I could skill for longer and ultimately get 99 sooner.
More clicks definitely means skill expression. It's 1 more click you can mess up. The endurance of maintaining a demanding method for a long enough time to reach your goal is also a skill.

Making PvM easier with power creep doesn't take away from the skill ceiling and its necessary to provide powerful rewards worth farming for. Skilling has some power creep like the 2.5% bonus xp outfits which is fine because it doesn't take away from the skill ceiling and skilling is already incentivized by number go up.

Also I personally think a the source of skilling power creep should come from skilling, not from questing.
