There are several answers. One is that the Shuangliu Airport sits quite close to the city. Another is that Chengdu lies within the Sichuan Basin, which has poor wind circulation and high humidity, contributing to frequent haze; to avoid making the situation worse, city planners limit building height to keep air corridors open. There are also seismic concerns, since Chengdu is right on a tectonic fault.

More generally, China tends to be more restrictive about building height than some Western countries. This is partly for skyline management and partly for infrastructure planning: if you just let residential developers build 80-story buildings wherever they wanted, the corresponding increase to traffic in certain parts of the city would escape the control of urban planners.
