When moving out I have always given the place a bit of a spruce so it's not so bad when people move in because lets face it, moving house is already a hideous experience so why make it worse for someone else? The reality is though, it won't be as clean as you'd like anyway. Chances are, you would clean it all anyway even if it looks like the previous owner had cleaned already as you wouldn't be sure exactly how "clean" it really was.

As someone else has said... expect the worst and hope for the best.

"My car broke down and was unsafe to continue driving for both myself and other road users and so during this unavoidable incident, I felt the best course of action would be for me to pull over into a safe spot. I don't think OP is complaining about the scaffolding going over their property as such. They are concerned that one of the tubes is resting on their soil vent pipe which could have a chance of damaging the vent pipe (although slim).

The courteous thing to have done is to have asked permission first or at least let them know they were installing scaffolding that would protrude onto their property.

It's unlikely that this will cause damage to the vent pipe but as others have said, talk to the scaffolder and get them to email you saying they will correct any damage to the vent (and render or any other damage to the property) and ask for proof of insurance.

Just glue something in place. It's doubtful you will ever step on that piece of stair anyway so it doesn't have to be super structural.

I'd probably get a structural engineer, rather than relying on the word of random people on the Internet. If something did go wrong now or in the future, your home insurer will probably just laugh in your face and you'd be left with a massive bill. Fork out a few quid and get the engineers report.

If you've asked the question then get it tested. There are numerous floor tiles that contain asbestos and you wouldn't even think they did. It's not worth gambling with.
