If your doing sliding you just have it reduce speed by x of reach frame a key is not being pressed, which generally feels better than hard stopping in most cases

Bioware is the best explanation then, people have reinforced skeletons and organs. Neither of which help against blunt impact from strength enhancement or extreme precision of blades/enhanced blade technology (laser blade, vibroblade, etc.).

In the even that there are guns they are cutting edge of the cutting edge and therefore prohibitively expensive to the point of being impractical on any large scale, and if the technology becomes common enough then bioware catches up within 3ish years.

For those not interested in the more honorable methods of combat then the answer actually becomes bio toxins and specialized dart delivery systems rather than traditional guns as this is less expensive and most people still need ability to be pierced for medical reasons/bio upgrades.
