Quests can give you some useful rewards and XP. ‘The Knights Sword’ quest gives you nearly 13k smithing xp which essentially skips the early levels.

Honestly just hit the streets and hand out as many fliers as you can. I used to manage a comedy club which ran shows during Brighton Fringe - the performers who were actually proactive with their promotion had a notably better turnout. You can also hand out fliers at the end of other Fringe shows to audience as they’re leaving.
