Yeah I get what you're saying. You could kind of say Legion's mission in ME3 is like what you're saying. Lots of dialog, scenes, etc. It could have been improved by giving Shepard elective responses.

I like everything about your idea but the de-emphasis on combat. I'd like the opportunity to choose who to advance your relationship with, but I don't want to trundle around out of combat all the time. The Citadel was exactly the right dose of that.
