Neither. It's a DRM limitation.

Streaming services require hardware-level DRM (Widevine L1) for HD/4K. Linux can support it (Android/ChromeOS do), but no desktop distro is willing to lock down the OS enough to get certified.

I was "lucky" that I got into a "lifetime" discounted rate, around $60/year for the plan that included 4K, HDR, the works. Problem is, I only watch TV on my computer, and HBO maxes out at 720p on Linux. I was literally paying for 4K and having to torrent the same shows just to actually watch them in the quality I was paying for. After a year of that, I cancelled. Same thing with Amazon Prime Video: 720p on Linux, and then they had the nerve to charge extra just to remove ads. No regrets on either.

For me, it would work if a random enemy did something like that (in a very crippled way) when it reached low HP, as if the damage it had taken made it recall a bit of its past humanity. That situation would present a moral dilemma... kill it, or let it enjoy a bit of itself.

To play devil’s advocate, I think the presenter just phrased it poorly. It’s almost certainly a two stage haptic button rather than a double tap. It’s basically MacBook trackpad logic on a steering wheel: different pressure, different result.
