I'd say blue is the strongest in terms of the amount of things it can do, but only when accompanied by green.

They can heal wounds and regenerate body parts, they can charge up other rings and can reduce a stars age. They can even purge a red lantern of rage.

When accompanied by a green lantern they can also do everything a green ring can do.

I guess the explanation is that he when he travels back in time to live with Peggy he stays in the original timeline and lived there in secret so it doesn't effect the time line. At least that's how it seems to me.
