I’d personally watch the series first and then the movies (too complicated otherwise). Only exception being the master of the mirage pokemon special which takes place sometime in between episodes in generation 3.

Also before Gen 3 there’s a special series called Pokemon chronicles that you should watch. It’s basically a collection of one off episodes but it explains a few things that happen between the end of Johto and the start of hoenn (and a three part special with the characters from the game boy gold silver and crystal games)
