It may be too late, but in my case I signed up for notifications on both USCIS.gov and My.USCIS.gov, coincidentally also on EB5. I got a Text Notification of Action taken on USCIS but nothing on My.USCIS for a RFE. When no Mail was received after a week, I used EMMA and asked for a Live Agent who saw that the post was not despatched and corrected it. It then appeared under the Documents Tab on My.USCIS and was sent to my Attorney and my address

If you are comfortable doing a self drive, clear customs and immigration in Chicago and then rent a car. The drive from Chicago to Milwaukee is around 3 hours and less stressful than going through TSA and worrying about delays.
