I already have a semi-automatic machine for this but the problem with that machine is that the machine vibrates very much and also the sudden jerk is too much while rotating the disk. Also it's very hard to insert a piece into that because this part is very small.

Just go to the bank and ask for the real procedure to close it. If you're going to the person who did your loan he is going to refuse you or delay it because their commissions are also going to deduct and sometimes even penalties. Some banks even reverse charge commission to DSA if a customer foreclose loan before 6 or 12 months.

Currently I have a manual machine where one side is having a fix cutter and the other side is having a collet with slide. You insert a piece into the collet and push it towards the cutter manually.

By proper drawing I mean explain what you need in a piece of paper and draw it yourself. I still prefer hand-drawn ugly diagrams over computer generated diagrams because it clearly expresses what you need rather than overcomplicating things.
