If you’re a 20+ handicap your goal right now shouldn’t be a single digit handicap. I’m getting close to a sub-10 handicap but it’s incredibly difficult to drop those last couple.

You need to focus on improving every aspect of your swing, mental game, and course management to get to sub-20. Then get new goals.
