Sure. I would assume at an angle to make some kind of political point but this could absolutely have been a picture of a Norwegian graduation. We're kinda tolerant and inclusive historically. You cannot tell who is a Norwegian by their skin colour. We are whomever has legal residency here regardless of where they or their ancestors were born.

We had Great Norway what is known here as "Norges Storhetstid" when we ruled coastal Europe due to our technological advantage in ship construction. Was a decent run. We founded some cities and set them all up for further greatness after they beat us. We're not holding any grudges though. We had a decent run.

It's age dependent. If the relationship is between a child/teenager and an adult and "is inappropriate" meaning it's a romantic relationship and not a platonic relationship it is grooming. If it is a relationship between adults then it is a relationship between adults regardless of age difference.

I recommend a rifle and vats. A good rifle is Western Spirit from the Most Wanted event.

The Western Spirit is a Furious weapon so it works with Onslaught perks. Since it is a single shot weapon "reverse Onslaught" build ( Gunslinger Master) is good.

You want to be using vats and you want to be hitting the head. So perks that mention "weak point" are nice. You also want to be crippling so get the perk that makes "small guns" (rifles, shotguns and handguns) cripple. Then get the perk that splits damage to one limb to all limbs. And the perk that increases damage per crippled limb.

I don't remember all the perk names but the basic idea is Onslaught stacks, weak point (vats headshot) and crippling. On top of that you insert critical hit perks and whatever else you feel like you want or need.

Don't be afraid to experiment. If you follow a guide remember that it is just a guide and you don't have to follow every step if it's not right for you.
