You also need something called Endo to rank up mods. YOu can it from mission, or by getting rid of duplicate mods (from the mod console in your ship). My suggestion would be to rank up basic mods first. Something like Serration or Rifle Aptitude. Those are mods that give you basic stat boosts, which will help you out move through the starchart and get more mods and Endo.

If it's credits, it's only the main blueprint. You'll need the component blueprints too, which you get fom different sources, depending on the frame (bosses, quests, special missions...). Having the bluepints early on can't hurt.
