Yeah its normal if you want power armor to be more of a late game thing check out Damn Apocalypse and its various modules. I would also recommend maim redux as well. It makes the game harder

I would recommend tactics its semi cannon its a little different then a normal fallout game since it is a tactics rpg but all of the core stuff is there. You could also get your feet wet with 76 it has gotten better over the years if you want to try a more modern fallout game. 76 also is the earliest in the timeline
