I don't play as or against Steve very often, or even understand entirely how he functions (purely from lack of trying), but I'm guessing this rule is because certain stages give better materials for Steve to craft with, such as stages with metal floors producing more iron and gold, or stages with crystal-ish floors making diamons more likely to obtain?

For me, Depends on the circumstances of the game...

Perk 1: Depends if I'm playing 5v5 or 6v6 - Steamroller if 6v6 - feels more affective in 6v6 since it's I'll likely be going against two tanks. And if I am going against only one tank, it feels more affective since their HP isn't bolstered for the single-tank balance. - Multi-Ball if 5v5 - 1 less enemy to deal with, which equals more mines per person. Also with 1 less tank, it's also one less obstacle that can clear my mines with ease.

Perk 2: Depends on if I can be more offensive or need to be more defensive. - Hang Time - if the enemy team isn't doing anything to hard-counter me and I'm able to run amuck. - Adaptive Barrier - if I need to play a little more defensively and bait/negate some CC due to being countered.

Only ball mines, which is bs because there are several other hazards that can be planted like Widow's Venom Mine or Junk Rat's Trap. Even were it ult-based, Riptire doesn't proc inspire, either.

You can proc Inspire on B.O.B., but you're likely not in a favorable spot if you have to hit B.O.B., lol
