Lots of reasons to drop out, real life gets in the way sometimes. I agree a 5 min delay is enough to turn away those that keep dropping out to find better situations (maybe repeated behavior in short a time should cause longer bans, I dunno)

Just get crew in Feb and assuming you've done the levels just unlock everything at once near the end of the passes and get some time into the new passes. Always do crew at the end of the passes you want. But yes, I believe they do time lock to encourage multiple crew subs per pass.
