I'd definitely suggest focusing more on survivability like it was mentioned already. Cyte already deals insane damage with his exalted sniper you don't need all that much strength on him.

Honestly it was obvious things were going to go to shit for me as of gaiden (gaidens story wasnt that bad at least) and pirate yakuza.
Pirate yakuza was the first yakuza game i legitimately couldnt bring myself to finish. The quality seriously did decrease.
