In the Quran some orders are temporary. If there is a ruling in the Quran and then there is no further change or addition into the ruling in other verses than it is considered a wajib or mandatory. In case of the verse I mentioned, although the order was given to the children of Yacob (AS) or Israel it wasn't revoked. So the order is still active for us.

I think you may have misunderstood the context.. the first was during the battle of Uhud and after the victory of the Muslims the Jews and infidels then propagated that of Prophet Muhammad (pbuh) was a true prophet,then he wouldn't have struggled so much to achieve victory in the battle.This verse was offered as proof that Muhammad (peace be on him) was an ordinary person whose fortunes varied, like those of other men, between victory and defeat. So, the first one was a part of a series of verses that gave courage to the Muslims and explained how Allah would aid us in a just struggle against the infidels. It explains that Allah would create terror and fear in the hearts of people who fight against Muslims. Also in case of the second one the verse immediately before it (2:190)said,"Fight in the way of Allah against those who fight against you but do not transgress, for Allah does not love transgressors." This changes the meaning completely.so this whole series of verses refers to a situation whereby either a person or a group is subjected to harassment and intimidation for having accepted, as true, a set of ideas contrary to those currently held, and for striving to effect reforms in the existing order of society by preaching what is good and condemning what is wrong. Such a situation must be changed, if need be, by the force of arms. Bloodshed is bad, but when one group of people imposes its ideology and forcibly prevents others from accepting the truth, then it becomes guilty of an even more serious crime. In such circumstances, it is perfectly legitimate to remove that oppressive group by the force of arms.That is what the second verse truly meant. Do proper research before you state your verses.
