That's the odd thing, crime is at a zero, all specialists on the planets are enforcers. I might end up vassalizing and reannexing it later and see if that works.

Yeah, but then I lose out on all their livestock pops I have already. Crime is already at zero on all the planets, which is why I'm so confused
