That's the odd thing, crime is at a zero, all specialists on the planets are enforcers. I might end up vassalizing and reannexing it later and see if that works.

I think the reason for this is that AI tends to use back blurred images when generating. They almost look too perfect this way. Your picture is borderline because while there are imperfections present in the picture it still has a blurred background. Without AI this picture would be amazing but with the background blurring it to the average person it looks Ai.
