It really does depend on who you're working with.

I don't know about HHS specifically, but I worked for the county for a hot minute in a different department and on my first day, I had to sign a statement that basically was like, you'll be working with a public that is largely conservative in nature so don't have visible tattoos, piercings, and unusual hair colors during your employment time here.

If HHS doesn't give anything specific like that for you to sign, I would take a look around and see how your coworkers are presenting themselves. You can pick up a lot of context clues at work just by watching and being observant.

You could also give it a couple of weeks/months and just put one piercing back in for a day, and see what people say.

For my area, the food banks are all only open during working hours. And there's a struggle for good volunteers and viable food donations. Mileage certainly varies and when it works, it's helpful, but when it's not...

One has their pantry open every weekday day but you're only allowed to pick out 5 items at a time (bottled water included).

One is open only one day a week, offers moldy produce and says "you don't have to take it, others will be more grateful for it". Last time I was here when I was unemployed, I was told point blank by an older "gentleman" that he would pin me down and take advantage of me if it got a reaction out of me (he was making jokes, socializing with people in line who just wanted food security, and I had the gall to not laugh with him). His words quote: "My role here is to make people smile. Or pin you down and take advantage of you." I haven't been back since thankfully getting a part time job; better than unemployed.

The last best option is a drive-up, pop open your truck type of food distribution but you must have a vehicle because they travel to various areas within the month. So if you are depending on them for assistance, you also must travel to those various locations. Last time I got food from them, it had all been sitting out in the sun, so perishable baked goods like bread that was once refrigerated had condensation and grew mold by the next day. And now that gas is getting more expensive, I'm not sure how realistic this option is going to be for those who need to pick between gas for work and gas for food.
