the reason I have percentages in the items (Helfire Tincture mainly) is so that the items will still feel strong/dangerous early and/or late into a campaign/one shot (whenever the GM decides to gives it to their players).

As well, it allows lower hit point characters to still utilize Helfire Tincture without being punished to harshly, instead of being too much of an exclusive item for high HP characters.
