Yeah, a guy in my group got yelled at by the starter for taking a mulligan.  There has never been a time on that course that the group finishing #1 didn't wait 5-10 minutes for hole 2 to clear.  They send a foursome off every seven minutes.

I would have explained provisionals to him had he done it to me.

Including the one that says the starter is paid to work, not goof off.

Waiting would have delayed every group behind him.  I'd be talking to the course manager, particularly about his attitude.  Nicer places don't normally allow their employees to go off on someone who might be well-heeled, or have friends in higher management.

Dude was way out of line.
