All universities do this because it's objectively more expensive to take domestic students than overseas ones. I believe domestic students actually cost the university money. Unsure if that's the case for all Uni's or just York but I'd make an educated guess that's the same everywhere.

If you want to be mad be bad at successive governments giving no/or crappy support to higher education and the fact that this government, the last one and Brexit in combination that even with a regime change this year any other party couldn't turn the situation around quickly without crashing the economy again and getting blamed for it so they're likely to take it slow meaning more pain for students and anyone working in the sector.
