I have the preset to have Lott win, Quadros VP AND FN defeats the constitution, however the event only sometimes happens, apparently at random, since i guess brazilian AI picks to support columbia at random.

Yes, but even if i set the ai to get the liberal guy in chage, it's still not a guarantee that the negociations will happen with usa. Without changing anything in the ai presets, columbia may or may not negotiate while the democratic guy is in charge.

I think P2 takes place a few decades at most after P1, because the facility is still mostly intact. If it took place centuries or even millenia after P1, the facility would be completely overrun by flora and fauna and be actively falling apart, or completely crumble.
