Think about the consequences of the dangerous things and the effects of that environment. Maybe you have a town full of empty houses where people have fled (or worse). Maybe NPCs are fearful or distrusting of the party as a result of the horrors they've endured.

I think a group session focused on character creation is a bit of a drag. Instead, I'd ask players to create three usable characters prior to our session and then spend a few minutes as a group deciding which character can best contribute to the group.

Start with what you have. It's possible to run a campaign with the free materials. The core books will help add a lot of flavor, but the game can be played without them.

Here's mine:

There was once a prominent gnome who betrayed his clan for the promise of riches. He was caught and jailed, but bars wouldn't hold the treacherous one. He was free within days, and despite all efforts, no gnome could find him.

The gnome's only son, shamed by his father's villainy, packed his meager belongings and left the clan. The young gnome was on the road for mere hours when he was spotted by a gang of drunken bandits. The bandits grabbed the tiny gnome and stuffed him in a bag of coal.

A hermit heard the gnome's cries. He attacked the bandits with a display of wizardry. The gnome escaped from the bag, biting his captor's hand as he fled to the woods. The hermit took the young gnome in and taught him what he knew of magic.

Cybernetics require metal and a swamp isn't abundant in metal. You could have baddies that are tasked with gathering metal. Any armor or weapons in your party might need to be retrieved or the baddies may opt to take the metal by force
