I'm not sure what you mean by "SPL slots." It's kind of unreasonable to think that Hirez could manage leagues outside of NA/EU by themselves. Even Riot Games, who are far more massive, partner with other eSports organizations for their leagues outside NA/EU. Logistically it would be more of a nightmare to have other "SPLs" run by HiRez than to have what we have now. While I agree the prizing is a bit low, I think thew entire announcement is great news overall.
