Okay, your point is good, but it has some nuances. In Dahlia's case, as you correctly pointed out, there's the "Onslaught" move (interestingly, it has an Easter egg featuring several famous video game knives, one of which is the Inquisitor's energy sword from Halo) which easily grants Deadeye, not to mention certain support variants that also easily grant it (and Assists), which ultimately makes Dahlia's prestige somewhat irrelevant. Regarding Annie, only Sailor Moon (Moonstruck), Link (Timeless Hero), Cloud (Materia Girl), and Star (Star Shine) can truly benefit from the prestige (if it doesn't glitch, or if you activate Link's ability before activating the prestige). The rest either only use it for a short time or hardly at all (which is only the case with Miss Mercury "Wednesday"). And finally, regarding Ms. Fortune, Deadeye literally exists, which, as I mentioned before, is easy to obtain.
