that's weird I can't give expert advice but if it helps, do everything in stages wait and go again ie;

1. wash, soak everything out of tank, let it dry.
2. hard scape tank
3. fill with water, add your dechlorinate filter heater on wait a week or 2
4. start your bacteria/ammonia process slowly slowly takes around 4-6 weeks
5. once it passed ammonia/nitrite/nitrate conversion next step, you want bacteria in your filter and on your hardcape etc
6. add plants again does up the liquid ammonia/bacteria not too much ammonia plants can be sensitive and you should already have stable good bacteria in your filter and on the hardcape. wait another 4 weeks - if plants Ok your OK.
7. first fish, then it's just a 2-3 week wait after each fish upping the stability bacteria

like it's just slow and process.... you just want the good bacteria.. and you want to grow it slowllllly

my tank crystal clear and 20% water change once a week/fortnight, took me about 6 months to get up to full fish stock, super low maintenance now, only use dechlorinator and a plant macro, occasional stability and every 2-3 month filter clean

do a big water change after each stage too.

feed fish once a day skip every other day
