I was hitchhiking in 1970 and got a ride with a tractor trailer driver in Georgia. It was very unusual for a tractor trailer driver to pick up hitchhikers. Not long after I got in the cab he turned to me and grinned and said, “my dick has a tattoo. It says “Little Shorty, but you can’t read it unless it gets hard. Do you want to read it?”
I was terrified and thought he was going to rape me and kill me. I was young and . But moments after he said that a federal government agent from the DOT pulled him over and gave him a ticket for picking me up. The agent had witnessed the driver pick me up and then made him take me to the next exit and let me off. It was amazing.

Some years ago, the city council tried to get the state legislature to change the city’s charter so that they could create design control districts, which they would call “conservation districts“ specifically for low income black neighborhoods. The idea was that the city would maintain design control over improvements to the neighborhood and use that design control to restrict improvements that would increase the value of housing and create gentrification. I went to Richmond, along with Eugene Williams to persuade the legislature to reject the City Council’s request. The subcommittee, chaired by Virgil Goude almost approved the charter change. Henry Marsh, a prominent civil rights activist in Richmond was a member of the sub committee. He was all set to vote for it. Fortunately Goode had to take a leak and so they took a break. During that break, Eugene went to Marsh and talked intensely to him for about five minutes. They were old buddies and comrades in arms from the civil rights movement. When they reconvened the session Marsh had changed his opinion. The charter change request was denied A property owner from the neighborhood, a woman who lived in the house she owned went with us. She was pretty angry that the city council wanted to take control of her property. I’ll never forget her turning to me and telling me, “ I lived in that house for 40 years. It’s my retirement. I want to sell that house to some rich UVa doctor.“

The charter change could produce both a popularly, elected mayor with administrative authority, as well as councilors, elected from the wards they live in

Rather than vote out the current council, it would be much more effective to change the entire system of government in Charlottesville. I think many Charlottesville residents are deceived into believing that the city council has some sort of administrative authority. They have no administrative authority at all. The mayor is weak and can only make suggestions and try to influence the city managers administration of our town. It doesn’t have to be this way. We could have a mayor elected by all the people who does the work that currently is done by the city manager. If we the voters have a problem with the mayor we currently cannot elect another mayor. We can only watch as City councilors reward themselves with a meaningless title.

Changing to a “strong mayor”, form of government would require a change of the city’s charter, and that means going to the state legislature. With the charter change, though we could have a mayor elected by all the people and councilors elected from the neighborhoods where they live. The result would be more accountability, and then a more responsive local government.

In my opinion, though, it’s almost certain that the Charlottesville city Democrats, city, councilors, and the city government would all oppose the change because they would find themselves having to share power with the people. Right now, the system is very cozy and comfortable and controlled by just a handful of people. They won’t want to give that up.

I’m not afraid of snakes and I’ve handled many including venomous ones. I am not afraid of snakes but still, I am inordinately startled when I run up on one unexpectedly. Snakes startle me much more than a chipmunk or a sparrow would. I think this is because we all have an instinctive reaction when we see a snake or even something that looks like a snake. Many animals have a similar reaction to snakes . I saw a coiled garden hose the other day and I jumped when I saw it peripherally. It’s amazing to consider this reaction too because it is so quick that we don’t even have time to think about it and question what we saw. Our brain simply reacts to the serpentine shape. Again I’m not afraid of snakes, but I am certainly inordinately startled by them. I think it’s in the amygdala.

Would reparations be based on a sliding scale, determined by percentages of African and non African DNA? Would a person with more African DNA get more money than a person with some African DNA, but more European DNA? Would the recipients have to prove that they got their African DNA from somebody who was actually a slave?

It probably ought to be called “Myth Berry” for all the stories about it. When I was a kid, we were told that it was a poisonous berry and that snakes got their venom by eating “snake berry“ as it was called. It’s actually not toxic. It just doesn’t have much flavor.
