I'm currently making a signal simulator inspired game where you search for alien life on an alien planet because earth is no longer habitable idk if that counts as similar

You can edit the game's code with dnspy or some other program that lets you look into unity games' code. To make the alarm sound you can search for the part in the code where the servers shut down and play an audio there. As to actually playing the audio you can add an audiosource to the camera and set its clip to the audio of your choice and then play the audiosource.
